What does “unlocked phone” mean? Carrier lock, SIM lock and why it matters for a travel eSIM
In short
An unlocked phone takes a SIM or eSIM from any compatible carrier. A carrier-locked phone works only with the carrier that sold it, until that carrier removes the lock. The Federal Communications Commission (FCC) says a phone not sold as “unlocked” “is probably locked” (checked on October 29, 2026, FCC).

What does carrier-locked mean?
A carrier-locked phone accepts service only from the carrier that locked it, and only that carrier can lift the lock. Apple says it plainly: “Apple can’t unlock your iPhone for use with a different carrier” (checked on October 29, 2026, Apple).
What does unlocked phone mean, then? The lock is gone, and the phone takes a SIM or eSIM from other carriers. “SIM lock” and “carrier lock” are two names for the same thing (glossary).
“SIM locked” on an iPhone is that lock. AT&T’s page says that if Carrier Lock “says SIM locked, your device is locked” (AT&T). On an unlocked iPhone, Apple shows “No SIM restrictions” in the same place.
Why are US phones locked, and for how long?
In the FCC’s guide, a lock helps “prevent theft and certain types of fraud”, and a phone you still owe money on may stay locked. Even at full price, a phone “may be locked for a short period of time, such as 60 days” (FCC).
The guide was last reviewed on January 14, 2025; we read it on October 29, 2026. On money owed, it says providers “may not unlock your phone until you have paid the balance due or met the terms of the contract.” On an installment plan, that means paying the phone off first.
How long the lock lasts is each carrier’s own rule. Verizon unlocks a postpaid phone once it is paid off, 35 days later if a Verizon Gift Card was used. Verizon Prepaid and Metro by T-Mobile ask for 365 days (checked on October 29, 2026).
Cricket asks 365 days of paid service for phones bought on or after July 1, 2026. For older phones, its unlock help page says “at least six months of paid service” (checked on October 30, 2026). Its policy page lists 365 days with no date split.
Those 365 days match the outer limit for prepaid phones in the industry code that CTIA-The Wireless Association adopted in 2014. The FCC sums it up as an unlock “no later than one year after initial activation”.
Every rule with its date is on unlock rules by carrier, with full pages for AT&T, Verizon and T-Mobile. FCC unlocking rules for all carriers exist only as a 2024 proposal: a 60-day unlock, in FCC 24-77. It is not in force.
Can you use a travel eSIM on a locked phone?
No: a travel eSIM is a plan from another carrier, and a locked phone admits only its own. Apple says: “To use your iPhone with another carrier when traveling internationally, your iPhone cannot be locked to a carrier” (Apple).
Keeping your US line next to the eSIM doesn’t get around it. Apple’s Dual SIM page: “To use two carriers, your carrier must unlock your iPhone, or both plans must be from the same carrier” (Apple).
Xfinity Mobile names the travel case outright (checked on October 29, 2026). Its devices can’t use another provider’s SIM, “such as a local data plan with international travel”, until the unlock rules are met.
Travel-eSIM sellers ask for the same thing: several we checked on October 29, 2026 list an unlocked phone as a requirement.
Activating their eSIM won’t lock your phone to them, say Straight Talk, Tracfone and Total Wireless (checked on October 29, 2026). A phone you bring to them must already be unlocked: Straight Talk and Total Wireless say so, and Tracfone checks at activation.
Carrier lock vs SIM PIN
A SIM PIN protects the SIM itself and has nothing to do with which carriers the phone accepts. Only the carrier lock decides that, so a phone with a SIM PIN can still be fully unlocked.
The passcode that opens your screen is a third, separate thing: a different kind of unlock.
Bought a locked phone: what now?
Only the carrier the phone is locked to can lift the lock, so the request goes to that carrier. Confirm the lock first with the Settings check, then compare your line with that carrier’s rule.
If you qualify, send the unlock request well before your flight. Under the CTIA code, participating carriers respond “within two business days after receiving a request” (FCC). Apple adds that it “might take the carrier a few days” (Apple).
Still inside the wait? Then this trip runs on your carrier’s roaming: AT&T, T-Mobile, Verizon.
Once the phone shows unlocked, install the eSIM and pick a country plan.
Frequently asked questions
How much does it cost to unlock a phone?
Nothing, at carriers that follow the CTIA code: they don’t charge existing or former customers to unlock an eligible device (FCC). It is an industry code that AT&T, T-Mobile and Verizon “voluntarily agreed to abide by”, not an FCC rule (FCC 24-77). Before Straight Talk’s minimum period of service, an early unlock carries “a charge of up to $300” (checked on October 29, 2026, Straight Talk).
Can I unlock my phone myself?
No. Apple says “Only your current carrier can unlock your iPhone.” Your part: check the phone, meet the carrier’s rule, then request the unlock if the carrier doesn’t unlock it automatically (rules by carrier).
Do you need a SIM for an unlocked phone?
Yes: a SIM card or an eSIM, because an unlocked phone still needs a carrier’s plan to get service. Unlocking only widens the choice to any compatible carrier, including a travel eSIM for a trip.
